In the event of production or business operation difficulties caused to them by the outbreak, enterprises may adopt wage adjustment, rotating schedules, reduction of working hours or other means as agreed upon with employees to stabilize employment and seek to avoid layoffs or minimize layoffs. Eligible enterprises may enjoy employment stabilization subsidies in accordance with provisions. If an enterprise suspends work and production within a wage payment cycle, the enterprise shall pay the employees' wages in accordance with the standards stipulated in the labor contract. We shall, encourage enterprises with good credit to issue the credit enhancement collective bonds for small- and micro-sized enterprises and provide liquidity support for small-, medium- and micro-sized enterprises being affected by the epidemic; allow bond issuers to use no more than 40% of their bond funds for replenishing working capital, and meanwhile, relax the requirement on the concentration of entrusted loans, i.e. "the cumulative balance of entrusted loan funds issued to single entrusted loan objects shall not exceed CNY50 million and 10% of the total amount of funds raised by means of small- and micro-sized enterprise bonds." We shall, allow enterprises with high-quality self-owned assets and well-run fund raising and investment projects but being severely affected by the epidemic to apply for issuing new corporate bonds specifically for repaying the principal and interest of corporate bonds due within 2020.
