In December of 2013, the “China Cities and US Chicago Gateway Cities Joint Working Group on Trade and Investment Cooperation” (“1+8 mechanism” in short) was established by signing the MOU in Beijing between Ministry of Commerce of China and City of Chicago, respectively represented by China’s Vice Minister of Commerce Mr. Wang Chao and the Mayor of Chicago Mr. Emanuel. The Working Group is, on the Chinese side, led by the Ministry of Commerce(MOFCOM), with Beijing, Shanghai, Tianjin, Qingdao, Shenyang, Hangzhou, Wuhan, and Chengdu, as the eight cities as its members. The commerce authorities in these cities are responsible for the coordination. The Members of Chicago side include Mayor’s Office, World Business Chicago, Choose Chicago and the Chicagoland Chamber of Commerce. The Investment Promotion Agency of MOFCOM and World Business Chicago assume the functions of the Working Group Secretariat.
