2017年9月,中国东北地区和俄罗斯远东及贝加尔地区政府间合作委员会第一次会议期间，中俄两国副总理达成共识，在委员会框架内成立中国东北地区和俄罗斯远东及贝加尔地区实业理事会（下称“理事会”）。

　　2018年9月，中国商务部和俄罗斯远东发展部签署《关于建立中国东北地区和俄罗斯远东及贝加尔地区实业理事会的谅解备忘录》，旨在加强中国东北地区和俄罗斯远东及贝加尔地区发展战略对接，推动实施有关经贸、投资合作项目，促进两国有关地方和企业交流合作。

　　理事会由中俄两国各25家重点企业和金融机构组成，中方秘书处为中国商务部投资促进事务局，俄方秘书处为俄罗斯远东吸引投资和出口支持署。

　　理事会主要任务和职能包括：

　　——促进项目对接

　　梳理现有合作项目情况，跟踪项目实施进展，促进双方企业在能源资源、农林水产、物流运输、旅游等领域的交流合作，探讨实施《中俄在俄罗斯远东地区合作发展规划（2018-2024年）》相关合作项目，并根据合作情况提出工作建议；

　　——开展信息咨询

　　为双方企业开展合作提供信息咨询服务，如地区经济形势和行业概况，经贸和投资政策、法律法规、营商环境等；

　　——解决企业诉求

　　收集双方企业在经贸合作中的困难，如企业融资、寻找合作伙伴等，并协调推动解决企业合作中的问题。

　　理事会定期在中俄两国轮流召开例会。

In September 2017, during the first meeting of the Intergovernmental Cooperation Committee of China’s Northeast and Russia’s Far East and Baikal Region, the vice premiers of China and Russia reached a consensus to establish an Industrial Councils on Northeast China and the Far East and Baikal Region in Russia, (hereinafter referred to as the “Council”) within the framework of the Committee.

In September 2018, China’s Ministry of Commerce and the Ministry for the Development of the Russian Far East signed the Memorandum of Understanding on Establishing an Industrial Councils on Northeast China and the Far East and Baikal Region in Russia, aiming to strengthen the alignment of development strategies between Northeast China and the Russian Far East and Baikal Region, to promote the implementation of relevant economic, trade and investment cooperation projects, and to facilitate the exchanges and cooperation between localities and enterprises of the two countries.

The Council is composed of 25 key enterprises and financial institutions both from China and Russia. China Investment Promotion Agency (CIPA) and Russia’s Far East Investment and Export Agency were designated as the secretariats respectively in China and Russia.  

The main duties and functions of the Council include:

——Deepening the alignment and the complementarity between China’s and Russia’s projects

Reviewing the ongoing cooperation projects, keeping a close eye on the progress of the project implementation, promoting exchanges and cooperation between the enterprises of both sides in the fields of energy resources, agriculture, forestry and fisheries, logistics and transportation, tourism, discussing the implementation of relevant cooperative projects included in the Plan on China-Russia Cooperation and Development in the Russian Far East Region (2018-2024), and putting forward suggestions according to the cooperation situation;

——Conducting information consultation

Providing such information for carrying out cooperation between Chinese and Russian enterprises as regional economic situation and industry overview, economic, trade and investment policies, laws and regulations, and business environment;

——Addressing demands from enterprises

Collecting the difficulties in the economic and trade cooperation between Chinese and Russian enterprises, such as corporate financing and finding partners, and making coordinated efforts to solve the issues impeding the enterprise cooperation in a faster manner.

The Council will hold regular meetings in China and Russia alternately.
